The Assam government has announced that Aadhaar enrollment for citizens above 18 years of age will be permanently stopped from October 1, 2025. Those who have not yet registered for Aadhaar will have only one month — between September 1 and September 30 — to complete the process.
Chief Minister Himanta Biswa Sarma stated that this strict decision has been taken to ensure that illegal migrants are prevented from obtaining Indian documents linked to citizenship.
From October onwards, any individual above 18 who wishes to apply for Aadhaar will have to approach the District Commissioner (DC) directly. Even then, the process will be highly restrictive, as the DC will issue Aadhaar only after thorough verification, including reports from the Special Branch and the Foreigners Tribunal.
Exceptions for Certain Communities
The government has provided relief to some groups. Tea garden workers, Scheduled Castes (SC), and Scheduled Tribes (ST) will be allowed to enroll for Aadhaar without restrictions for one more year.
According to the government, Aadhaar coverage in Assam has already touched 102% of the population, indicating that the number of Aadhaar cards issued exceeds the actual population. However, coverage among tea tribes, SCs, and STs remains at only 96%, prompting the decision to give them extra time.
Final Opportunity in September
Authorities have emphasized that for the general population, September will be the last opportunity to enroll for Aadhaar. After that, Aadhaar enrollment will be closed permanently, except in very rare cases that pass through strict official scrutiny.
The order will officially come into effect on October 1, 2025.
